Executive Order Establishing the Green Bandana Project as a Service Program of the Department of Health and Wellness

ESTABLISHING THE GREEN BANDANA PROJECT AS A SERVICE PROGRAM OF THE DEPARTMENT OF HEALTH AND WELLNESS
By the authority vested in me as President by the Constitution of the University Park Undergraduate Association, it is hereby ordered as follows:
Section 1. Purpose.
(a) It is well-established fact that the stigma surrounding mental health and suicide present on college campuses across the nation prevents those struggling from seeking help.
(b) The Bandana Project, a project in which green bandanas are distributed to students on campuses to be tied to backpacks as a show of solidarity and serve as an indicator that the student has resource cards directing students to mental health resources, has taken shape on many different schools across the Big Ten including the University of Wisconsin, Michigan State University, The University of Nebraska, and the University of Indiana, among others.
(c) In 2019, the Association of Big Ten Students (ABTS) passed a resolution affirming “its support for universities taking steps to increase mental health awareness and solidarity for those struggling through campaigns such as The Bandana Project.”
(d) As of March 2021, Penn State University Park has yet to launch the Green Bandana Project on its campus.
Sec 2. Policy.
(a) The Department of Health and Wellness shall facilitate the operation and maintenance of The Green Bandana Project on Penn State University Park’s campus.
(b) The Department, in collaboration with the Department of Outreach, shall create and distribute informational resource cards with important information regarding university health programs and services.
(c) The Department of Finance is authorized to disburse funds to purchase an initial 1,500 green bandanas to distribute amongst the student body utilizing Presidential Discretionary monies funding for the purpose of the Department of Health and Wellness. Further funds are authorized for the printing of resource cards utilizing Presidential Discretionary monies.
Sec 3. Special acknowledgments.
(a) Special acknowledgments are given to the following individuals for their contributions to this action for the betterment of student life at University Park:
