Executive Order Establishing the Penn State University Park “2020 Vision to the Past” Time Capsule

ESTABLISHING THE PENN STATE UNIVERSITY PARK 

“2020 VISION TO THE PAST” TIME CAPSULE

 

By the authority vested in me as President by the Constitution of the University Park Undergraduate Association, it is hereby ordered as follows: 

 

Section 1. Purpose. 

(a) When the COVID-19 Pandemic forced Penn State to cancel students’ return to in-person classes in March of 2020, many students felt as though their worlds had been turned upside down. Seniors in the Class of 2020 lost their chance at an in-person commencement ceremony. Other classes would miss an entire year of fully in-person classes. Life at Penn State was simply not the same.

 

(b) As time passes, it is likely that many of the thoughts, emotions, and feelings of this time will fade away. The familiar sights of individuals wearing masks, of athletic centers and parking decks transformed into testing centers, and of socially-distanced classrooms will, in time, become remnants of the past visitable only through memories, photographs, and recordings.

 

Sec 2. Policy. 

(a) The Department of Records shall facilitate the creation of the Penn State University Park “2020 Vision to the Past” Time Capsule. The Department of Outreach shall be responsible for inviting individuals to participate by adding written notes and other logistically feasible contributions to the container.

 

(b) The Department of Finance is authorized to disburse funds not greater than $700.00 for the collection of a suitable container and decorative materials such as a plaque.

 

(c) The container shall be maintained by the University until its reopening in 2050 — 30 years after the initial spread of COVID-19 in the United States.

 

(d) The container shall contain, in addition to personal notes and other feasible contributions by members of various student organizations across campus, a list of students who passed away during the 2020-2021 Academic Year.

 

(e) The time capsule shall be sealed at a public ceremony in front of Old Main at the beginning of April 2021.
